BREAKING: application for public toilet block at Sidmouth Swimming Pool REFUSED

  • by JW

“Adversely impacting on the visibility of and access to and around adjacent public buildings.” [District Council’s planning committee]

.

There has been quite a lot of discussion around public conveniences of late, with the main question being asked: What’s the future of public toilet provision in the Sid Valley?

One area of concern has been the Drill Hall – and both the public shelters and the public toilets.

Another has been the planning proposals for a toilet block – and resulting inadequate bicycle parking at Sidmouth Swimming Pool.

Here’s that application: 23/2537/FUL | Erection of a new public toilet building. | Sidmouth Swimming Pool Ham Lane Sidmouth EX10 8XR

The Agenda for Planning Committee on Friday, 24th May, 2024 shows the results of Members’ deliberations:

Sidmouth Swimming Pool, Ham Lane, Sidmouth, EX10 8XR 23/2537/FUL (Minor) SIDMOUTH TOWN  PDF

Applicant: Mr Jorge Pineda-Langford (EDDC).

Proposal: Erection of a new public toilet building.

RESOLVED: Refused contrary to officer recommendation.

Having regard to its siting, scale and design the proposed building would appear as an incongruous feature in the street scene, out of character with the area, failing to conserve or enhance the setting of nearby heritage assets and adversely impacting on the visibility of and access to and around adjacent public buildings. As such the proposed development is contrary to Strategy 6 (Development within Built-Up Area Boundaries), Strategy 26 (Development at Sidmouth), Policy D1 (Design and Local Distinctiveness), Strategy 49 (The Historic Environment) and Policy EN9 (Development Affecting a Designated Heritage Asset) of the East Devon Local Plan, 2013 to 2031 and the provisions of the National Planning Policy Framework, 2023.

Looking at the comments on the application 23/2537/FUL, objections included those from the Sid Vale Association, the Sidmouth Cycling Campaign and EDDC Cllr John Loudoun – with only one in support.

Finally, the Conservation Officer also objected to the 23/2537/FUL application – as did Sidmouth Town Council

So: What’s the future of public toilet provision in the Sid Valley?
